Playing with hair is considered to be more "intimate" behavior than him grabbing your boobs. It's a closeness/comfort/attraction thing, and he's definitely into you hardcore.

Yes, it means "Yuk!" and he should be told. A girl the same. Hair collects dust and pollens, along with microbes of bacteria from the toilet where he just went, then they suck on their hair and put it in their mouth. There's nothing More disgusting.
