Most likely means they are a cannibal and trying to decide what pot you would fit in. Seriously though, you are either ugly as sin and they cannot stop looking at you. You know, morbid curiosity. Like when you see a car wreck along the road and you can't help lookin even though dead bodies are gross. Most likely he/she likes you and is hoping that you will show them some attention and talk to them, because they are shy.

It could be a lot of way but I tell you some it could be that the person interested in you or they want to target you in a bad way like rob you or see if you a easy person or it could be that they want to make sure they know you better but they not sure.
