Are the security forces (Army, Navy, Air Force & Mirines etc) and Police permitted to carry out murders, rapes, disappearences on their own. If not, to whom need to be notified to take action. Of cause powerless civilians always go to the places of worship to complain. Can someone clarify this for me?

I think international law certainly does not allow it, but individual governments might allow for exceptions when they need to carry out aggressive military or intelligence operations (either for domestic security reasons or foreign agenda purposes) using methods deemed illegal or unacceptable by international standards, and operating in secrecy.

I have no proof of this. It is merely an opinion or conclusion that I've reached. How else can places like Gitmo exist?

If you have read any of the national papers you would have seen that both British and American soldiers have been charged with so called atrocities I read that some of the Iraq's have claimed compensation over deaths of civilians by the British army,

British Police get away with most offences including murder.
If you have a complaint see a lawyer who deals with international law or what about Greedy B liars wife she seems to dabble in anything that makes her a shilling.

HHmmm, not one word from you about the insurgents who do these acts daily(to other arabs by the way, and not just in Iraq). Maybe you could clarify this for me. All I ask is that you ask your questions of both sides. To include a entire, numberless amount of security people in this one negative way is rather simplistic not to mention unrealistic in the first place.

Who are you talking about? The UN forces have been guilty of this kind of action for years and the UN has never cared. They might be the most corrupt organization in the world anymore. As for American and British forces, that kind of action is very rare and always punished very severely by their governments
