what people mean when they say this woman is blonde??

Do they mean she has blondie colored hair, or they mean she has blue eyes or is it the both????
Anyhow, I believe women with both blondie hair and blue eyes are the most Beautiful in the whole world.

blonde women are very smart, i think they have high senses of perception, but this's something not anybody can see. In fact, my question was abuot (( beauty )) which blonde women have the uper brigade in it. In the end it's what God have given.
