When the population of the earth was low, it was essential to pro-create (have children) I would assume that it was forbidden to masturbate because they believed that the semen was not used to father children and therefore wasted. The necessity to pro-create in the world today is no longer a priority, if anything, it is better not to have children in certain countries due to over-population. Masturbation then becomes not only approved but necessary to maintain a healthy body. Go ahead and have a guilt free masturbation session whenever you want. It's not a sin.

End of debate. I do need some advice from you, however, regarding some other
specific laws & how to follow them:
