First off, give it a little more time. It may take awhile. He is very young and you have only had him a week and a half. Second, you should know that smaller dogs are always harder to housebreak than larger dogs. Take him outside as soon as he wakes up and immediately after he eats/drinks anything. Be consistent about this. The pads can work, although you run the risk of him always needing them thereafter. Crate training can be really effective also. As atown-wigga said, they will not go where they sleep. Generally. I have seen the oddballs that just don't care but that is rare. Definitely reward him when he does what you want and discipline him when he doesn't. Your tone of voice goes a long way with a dog. When he goes somewhere other than where you want him too, make sure to take him, and any mess he leaves behind, to the designated area. Positive reinforcement and consistency are key. You'd get better information by going to http://www.google.com and searching for things like "How to housebreak", "housebreak" "puppy", etc.
You'll be able to read the different articles, which will discuss pros and cons of different approaches.
For example, some say to use just rewards and no punishments. Others say it's useful to punish the dog. You can read the different approaches and decide which sounds best for you and your dog.
Whatever method you choose, you need to be consistent and stick with it for around two weeks before seeing results. Switching back and forth between methods is the worst thing you can do.

for the pads whenever you catch it peeing on the floor bring him on his pad and tell it that its the place to do it. Just keep on doing that because my dog got used to it but once you put it in one spot make sure its always there because thats the spot it will go to all the time.

reward him ONLY when he goes outside.. if you reward him
when he goes on the pads, he might not know the difference
& think "if i go potty in the house, i get a reward"..

Don't reward him UNLESS he goes outside. Anything else will just confuse him. Be patient...he is only 8 weeks old, which is VERY young.

mostly it's a matter of timing, yours not his, take him outside as soon as he wakes up, after every meal, after every drink and at least every 2 hours, he will eventually get the idea
