You should have called the police, now and every single time something like this happens. You need to have a record of your complaints. Advise the other neighbors to do so as well since you cannot possibly be the only neighbor this is happening to.
This is the only way to deal wtih nuisance owners (It's really the owners that are a nuisance not the dogs since the owners are not being responsible for them) and in most cases you can take them to court. I would call the police tomorrow and file a complaint on this attack although the odds of you being able to make any kind of monetary recovery for the vet bills on this attack is virtually nil because the police were not called right away.
I would also recommend that next time someone like your g-mom goes to get into her car, someone stays behind with a video camera or even a phone and records the attack. You will need it to prove the owners are negligent and neglectful.
It bothers me that these dogs will probably end up being destroyed due to their owners stupidity, but it may be the only way to keep your family, your pets, and your neighbors safe.

Justin - being religious your grandmother should understand that it is not about these 2 dogs, it IS about the safety of many people and animals.
Yes these animals will most likely be put down, but that is not due to cruelty, that is due to the fact that they cannot be rehabilitated. An American Bulldog (in most cases) is a pit bull, and once they have been mistreated to the point that they attack without reason they cannot be 'fixed' to behave like a gentle pet. These dogs have been perverted by their owners for whatever rhyme or reason and now attack anyone and anything they come across (from your description) would you allow a human being that did the same to roam?
Someone is going to be killed by these dogs, that is not something any of you want on your conscience, so get the problem taken care of before that happens, please. Dogs such as these have a bad enough reputation from what people have done to them, don't let it go on to convince everyone in your neighborhood that they are killers.
Also, the place to call is the police, this is a CRIME. It is not an animal control problem, it is a criminal problem. Yes, animal control will be called out to round them up, but in most instances they do not have the manpower to investigate a crime like this. If you live in NY (where they have ASPCA police think Animal Precint) or a really big city like that maybe, but most towns do not consider animal control a large enough problem to budget much for it.

I hate the idea of putting dogs down, but you have warned the owners about them several times, and they have actually attacked and bitten and drawn blood. If they really are vicious and have attacked and bitten before, then even if it is the fault of their owners' poor treatment, I'm afraid these dogs are too dangerous to be allowed to live.
Call the police. It would be more appropriate to call Animal Control, but the Police will get you the same results, and they'll know exactly the right people to call.
The dogs will be taken away from their owner.
They will likely be destroyed.
As for your dog, you should bring him to a vet and make sure the wounds get bandaged up so they don't get infected.
Don't count on it, but if you press charges, it's likely you'll be able to get the owners to pay for vet fees for your dog.

You can call the police. Even though I don't like saying it, those dogs need to be put to sleep before someone gets severely injured or another animal gets killed. Is there a least law where you live? If there is, the owner will probably be fined for owning a viscous and dangerous dogs and for letting them run free. Animal Control may not be able to do anything this time, but they will document it and if it happens again the dogs will probably be euthanized.

First call the police and make a complaint so it is on file. There is probably what they call a Control of Nuisance Dog Law ask the police about it. Second it does not matter if the owners "saw" the attack or not, they are responsible ans pet owners to maintain their animals on leashes and are not allowed to let them run free to bully the neighborhood. Third, you can sue them for vet bills. And Fourth, contact the animal control about this. If you really want to stop this from happening again (and it will) then I suggest you do one or more of the above suggestions.

There r leash laws, dogs are not allowed to roam unrestrained, Call the police and report this attack immediately and get ur dog to a vet ASAP. Puncture wounds can be deep and cause abcesses also the injury on his back may need sutured. Keep the vet bill, you may be able to take these people to small claims court for the bill. If their dogs r running loose, that is illegal in most places. Good luck and get ur dog some medical attention today.

I very very much appreciate the advice guys..really. I didnt call the police buit i did call animal emergency..they said i had to wait untill tomorrow as the offices were closed besides the on call vet doctor who would charge an entire paycheck just to see him, believe me i would pay for that...but i just do not have the money. i didnt expect this to happen. I would hate to see the dogs get put down too..its very sad...but i would really hate to see some small child going through extensive rabis shots or surgery on the account that the owners neglect there dogs and dont treat them right. But you guys are right..something has got to be done....i just feel bad for my dog, and i feel bad for thier dogs..but not the owners what-so-ever. ohh and i live in california, I did report that the dogs tried to attack my grandmother when it happened, They gave them a warning as my grandmother didnt press charges(shes very religeous)

i see these cases on court tv all the time, in this instance the attack was witnessed by your cousin, you shouldn't have any problem getting reimbursed for your vet bills and you should report the attack to the police so there is a record, there's not a city in the US that doesn't have a leash law and escape is not
an alibi
i can't believe you haven't called the police earlier when they tried to get your grandmother, not too long ago 2 pitbulls attacked an elderly woman and killed her, you simply cannot have dogs like this loose around other people
it's things like this that give pitbulls their bad reputations

Well, where I live, those dogs would have already had bullets in their heads.But that's here.
Does your state have a leash law?Here(Texas) we do and all dogs not on leashes,out of fenced areas of property belonging to the owners and such,will be taken away and if I remember right fined.I think many other states or cities probably have something similar.
For now,carry a baseball bat or golf club etc,and don't be afraid to use it.It's obvious you have a safety risk with those things.You might want to get your dog to a vet too and get that rip stitched up and cleaned too as soon as possible.

I agree with all who have posted before me .. the cops need called and charges filed those are two dangerous dogs who's owners care nothing about them .. your poor puppy ... that is so sad.
I hope he is OK .. and that your cousin will be able to get over the trauma .. Please seek help for your puppy and don't forget to bill your neighbors for the damage their dogs caused .. maybe a law suit will get their attention

well if this has been happening to you for quite sometime, then you should call the police ASAP.
Try to convince the cops and or the pound that their dogs is too dangerous that they should take them away. Try putting hidden camera's around your house so you can prove to you're neighbors who owns the dog that what you are saying is true.
