Second turn to the right on Brigade Road, there is this Dubai Towers. On the second floor or third in front on this Tibetean Restaurant there is this guy who does them. He is available mostly in the evenings. Make an appointment. I don't know the rates.
Again in 5th Avenue on Brigade Road, the 2nd floor, there is a beauty parlour called Sasha's. You can see it from the footpath if you look up. This babe charges really high, not really sure about the needles.
So try the former if you really are interested. He has got a booklet of instructions to follow after a tattooing.
What I did was got a first dose of Hep B vaccine (adult dose). Then went for the tattoo. It does not pain. But if you are unsure, take someone with you. That way you can make sure if the needle is new and they are not overcharging. After tattooing you just keep the bandage on for 12 hours and then dip a cloth in warm water and wipe off the ink. For the first day do not wet it. For a week keep it covered from the sun. You can apply coconut oil on it, looks glossy. Have fun.
You have to take the second shot of the Hep B vaccine a month later and the third shot another three months later.
Like AIDS, Hep B spreads through body fluids, sex and used needles. So take care. Or the rest of your life any rash or cough will leave you wondering.
