"Cabeza de Albondiga" but it is not a common expression in Sapnish.

Literal translation would be ' Cabeza de Albondiga ' but no one will understand that expression. Use " Cabeza de chorlito " and you will get a better result !

That would be Cabeza de Albóndiga but it is not used in Spanish.
To mean more or less the same, like Monica M says, we say:
Cabeza de chorlito. (scatterbrains)
