Carry the Ring?

Make him a groomsmen. There are not rules that say you can't have more groomsmen than bridesmaids or a limit to number. If you are not doing religious readings, perhaps he could read a favorite passage from a novel or a poem. He could act as ring bearer and walk the flower girl down the aisle. He could hand out programs. He could light your individual candles or deliver the in memoriam flowers to the altar. He could act as your husband's personal attendant (making sure he stays on time, making sure the photographer is taking all the right pictures, etc.) Or just say a special thanks (write a paragraph) to this person in program, to show that he is very important to you both.

Make this person the Master of Ceremonies (MC). He can be in charge of announcing everyone at the reception and leading the toasts. He basically is in charge of running the party.

Candlelighting? Or, could they act as the MC at the reception? A special prayer of dedication/blessing?

After the best man makes his toast at the reception, let the other guy make one also. This is not an unusual situation. Good luck.
Congrats.
