In any how, at least you are trying.. just keep on practicing your english communication skills. as they say practice makes perfect. I am neither American or English but, with the help of reading and watching televisions (US shows) does help. If you wish to learn and speak in English fluently as people advised try to talk to a person who uses the said language (english). I bet you'll do good.
Proper sentence: I can't (cannot) speak English? - if this is what you mean. :)

if you live in the US then you will probably have to "speak"
but if you live in a neighborhood where people speak the language that you speak then you don't have to worry much, but you pretty much should learn English if you want to succeed in your life.
