Finished all of community service hours; attended programs court said were mandatory; has not violated any probation rules but IS behind on monthly restitution. Can probation be revoked if he is sending something in every month and trying??? I don't see how this would benefit the court if he's arrested for THAT. How the devil would that be beneficial if then zero money is being sent in??

Most P.O.'s will work with you as long as you are trying. Don't be surprised if they extend your time because restitution has not been made. It's the only hold they have over you to make sure you continue to pay.

Probation can be revoked if he has not met his court-ordered obligation. However, in my state (Arkansas) that is unlikely. What usually happens when someone comes to the end of their probation without serious violation, and they still owe restitutiion, is that the revocation petition is continued to allow them to pay. So long as they are making a "good faith" effort, they should be okay.
I should add that it depends upon the amount of restitution, and to whom the restitution is owed. If the injured party is very vocal, and the amount of restitutiion large, then all bets are off.

Commission of another crime will revoke the probation and the offender will go to jail again.
