I was reading on the requierments to join the armed forces and it says that Permenant U.S. reisdents can. So can they also be hired by the CIA?

The CIA hires anyone they feel that they need to. Remember, the CIA operates mostly out of the USA, so they have many non-residents working for them.

No. The CIA requires you to be a U.S. citizen.

No. Only citizens can be hired by the CIA.
