Call the airline and ask them or shove him in the suticase.
I thik the first option is a better choice.

call the airline you plan to travel on not all airlines allow pets.
the airlines that do allow pets only allow certain types and
a maximum of 2 or 3 in a cabin. the pet MUST have certification from a vetrenarian and be contained in a large enough airline approved kennel

Every airline has its own regulations. Most animals have to be in approved crates and you have to pay for that. Make sure he has food and water if its a long flight. I would go to a vet and ask for sedation becasuse it could be traumatic for a puppy.
