Technically, it is a theocracy or a rule by religion. In the first 5 books of the Bible and through 1 Samuel where a monarchy is established, God governs through appointed/annointed leaders bestowed w/ charisma. This is shown in Dt. when Moses summons Joshua and some of Moses's spirit is placed on Joshua.
This is often highlighted by some form of initiation ceremony into the people so governed cf. circumcision.

You're asking the wrong question.

Viewing the first five books of the bible as the literal word of God is wrong.

They are NOT and cannot be the literal word of God any more than the Rg Veda, Q'uran, Tao Te Ching, etc.

All scriptures are divinely inspired by God; but all of the scriptures must come through the consciousness of a man; and it is impossible for the finite mind of man to fully understand the infinite mind of God.

Mystics such as myself believe that God teaches spiritual truths to each of us according to our level of understanding.
