There is no such expression as et hop. The closest is "ad hoc", but it is not French but Latin at it means, "in respect to this thing particular thing", or "up to this time".
But if it is a website you mean, It is the following blog, and might mean, "and join us"

No. According to the OED, ey likely comes from Middle or Old English: "The modern northern dial. ay! eh! or eigh! (e{lm}) is probably the ME. ey!, but may be merely the earlier a!, as OE. wá is now wae (= we{lm}) in the north"
