To quote Depeche Mode --

Domination's the name of the game, in bed or in life, they're both just the same except in one you're fulfilled at the end of the day.

She's showing dominance over your corgy. You, as the pack leader, must step in and show your authority immediately. Your Jack is testing your position as alpha and our Corgi is depending on you to put the Jack in her place when she tries to display her bravado.

If you let the Jack challenge and/or dominate the Corgi soon she will be testing you too.

Jacks are very strong willed, you will need a lot of patience and a very authoritative NO! when she does it to correct her.

Dogs often hump out of dominance.

My mother has a fixed male chihuahua that humps a cat about 3 times his size.

He's expressing his dominant power.

the legg of the table .your leg,his brother or sister,he does not care if the humping produces
he just wants to hump
if the gorgy is fixed or not does not interest the fixed jack russel, maybe the sex organs were fixed ,but the mind still works

Humping in fixed dogs is seldom about anything except the idea in the recesses of their brains that they do this thing. It is even seldom about dominance, more about habit. Dogs do that.

We often see "conga lines" of fixed dogs humping one another at our dog day care.

It actually has many meanings for dogs... first of all, if she does this to many things--people, furniture, etc., it's probably more habit than anything. If she's only doing this with the other dog, it is a SHOW OF POWER... she is saying "I am the dominant dog here." If he accepts it, it means he agrees with her assessment. Doesn't have anything to do with sexual urges.
