It's everywhere. I'm just as baffled as you are too. For example, on forum sites where people post comments etc, you see bad grammar and spelling literally all the time. I'm one of those people who just can't stand bad spelling and grammar, that's why I hardly type or write in 'text language' now.
Besides, people are getting lazy,and want to type as fast as possible in order to get the information across quickly, so they goback to the 'text language' and miss out on all punctuation, which also makes it very hard for someone like ME to read and comprehend. I can type fast too without any 'shortcuts'; in fact I think I'm a pretty fast typer if I may say so myself ^_^
Also, it's because teens of this generation just can't be bothered paying attention in class (which teenager really wants to know the rules of English grammar anyway?) or that the teachers themselves don't care at all. I've noticed teens, especially girls, put more importance on the latest music, mp3, fashion, gossip and other unnecessary things. And ever since the invention of texting, everyone's using text language for everything: writing by hand, online forums, chatting on IMs and even in speech (" omg i loled at that dude!")

It's very sad. I hope proper English grammar and spelling doesn't ever die out!

No it is not acceptable. I never give anyone a best answer if they have poor spelling by the way. People do it sometimes on accident, I always "forgive" accidentals. Many schools do teach proper spelling it is just that grammar gets intermingled with "chat speak". English is very much a informal language due to our culture today. Talk to any English teacher and you will hear the tales of woe about the atrocious spelling and grammar that they have to discern.

It is not only on this site. It is not only in English. And it is not only grammar.
A shame. More technologically advanced and almost as ignorant as two centuries ago. People just don't like to think nor learn things.
At least it is a good thing for me. I can say I have better writing skills than most native English speakers!

If you use George Bush as the average, that means half the people who come to this site from America routinely butcher the English language worse than he does.

Oh no, it is not. People in the USA have very poor knowledge of English, and some other things as well.
President Regan recognized once in a speech, but the situation has not improved.
I am a professor and I know what I am saying. My students, in general, have poor knowledge of general subjects.
A professor of mine, graduated from Harvard University, was commissioned by the university to interview several graduates to see their development in life. One of these graduates, who was president of a corporation told my professor:
"Do you know how many people in the corporation know how to write a letter in English ? The secretary and myself, because not even the vicepresidents know

It's because the US public school system is of such low quality.

Those who speak English as a second language have naught to apologize for when they make a mistake. Those who speak English as a first language have no excuse.

Don't you mean: "Why do SO many people...." Mostly because they don't take the time to read their answer or question before posting it. It is easy to screw up while thinking and typing at the same time, sorta like chewing gum and riding a bicycle at the same time.

Lamentably 'no'. It is not just on this site. Examples of semi-literacy are rife throughout all print media where precision and, in general, good grammar and spelling were once the norm.
Sad but true.

Because it's easier to be lazy and not type out properly written sentences than to take short cuts.

"LOLZ, STFU, UR dumber than a DOG!!!"

I don't like it either. Really, being able to use a keyboard should only come with a license.
