If the partition is on a second hard drive, you can do it from within Windows. However, it will wipe everything on the partition that you are removing and the partition with which you are joining it. So backup first.

Control Panel > Administrative Tools > Computer Management > Disk Management. You can remove and repartition the drive from there.

If you will be changing the main partition where Windows resides, you have to do that from outside of Windows. Boot from the Windows XP CD. Let it start the Windows XP set up. Right after you do the F8 to agree it will allow you to format and partition the drive. Again, this will wipe the content of both partitions, so back up before doing this.

If you are using winXP then you can go to control panel > Administrative Tools > Computer Management > Disk Management
In the right panel you will see graphics of all partitions. Right Click on one to see the menu. You can delete any partition except the windows partition.
Whereas in case of previous versions of windows you have to use a separate disk partitioning program.

Search your system for fdisk. Please be aware that ALL DATA WILL BE LOST. After deletion, create a primary partition and don't forget to make it active. It must then be formated with the version of format that comes with the operating system that you will be using. There ARE conflicting versions! Good luck.
