Are all Boeing and Airbus aircraft built today stage 3 noise compliant?

I know United Staes and Europe have noise restrictions
at their airports.What other parts of the world have noise
restrictions.
On airliners.net they had an article on a Cubana IL-96(new russian jetliner) landing in Toronto Canada and
saw the video-that was loud.
I guess Canada does not have noise restrictions.

new ones being built - yes but older are still not great. there are noise restrictions in canada as well. see info below...
