You can take the E train from the Chambers St./WTC Station to the Fifth Ave. Station then walk south a couple of blocks. Time on the train itself will be about 20 minutes. Walking time will be only about 5 minutes once you get off the train. Add in however long it will take you to get to the starting station (maybe another 5 minutes?) and the time you have to wait for the train (anywhere from 0 to 10 minutes) for a total of 30 to 40 minutes.

www.hopstop.com is a great resourse for this type of question. However, I agree, 15 minutes max is a safe bet, including the little bit of walking you'll do.

use google maps. it tells you the direction and time it takes to go one place to another.
