the person has a green card but does not have any documented income, has filed a joint return for several years. Has not paid into social security. Just wondering if they could qualify for Medicare based on spouses qualification.

Yes, you can receive Medicare after age 65 (or earlier if you are disabled) based on your spouse's qualification.

Yes, I believe so. I know several people - legal residents with green cards only - who have never actually worked in this country, so have not paid into social security. But because of their status as the spouse of the qualified American citizen, when they got to the appropriate age, they began to draw S.S. In each case I know of, the woman is the person in question, and began drawing social security at 62. But I can't see there being any distinction made based on whether it is the woman or the man, so I am sure the same thing would apply in the case of a "green card husband" married to a qualifying American woman.

Hello there!
Being a spouse of someone on medicare does not qualify the other spouse to receive medicare benefits.
If, however, you have a disability of your own, you can apply for benefits also.
But that would be the only way.
If finances are really low, you can apply for Welfare in your County. You get a check, based on current income, health card, food stamps and you are also eligible for assistance from your utilities companies.
