One of the cathedrals in our parish has just been upgraded to a minor basilica, and I know that it has to be approved by the Vatican and that our bishop sent a letter requesting the status, but what else qualifies the church status?

Granting a cathedral the status of a minor basilica is similar to calling some bishops cardinals and some priests monsignors.

It is a title awarded by the Pope for specific reasons.

Here are the conditions that have to be met to obtain the title of Minor Basilica, Domus Ecclesiae on the Title of Minor Basilica: http://www.usccb.org/liturgy/current/englishtext.shtml

With love in Christ.

There are only a half dozen major basillicas, all in Italy, most in Rome. These all have a papal altar and a papal door that is opened during a jubilee year. Essentially, they are ready for the pope to drop by on a moment's notice.

The rest are minor basillicas. They have some ceremonial privileges and may display the papal coat of arms on the outside of the basillica.

To qualify as a basillica, it has to be shown to be big, old, respected, admired and/or important enough to be granted the status.
