I would like it to represent the brother and sister bond we had and the relationship we were very close. I have one tattoo already the Charmed tattoo respresenting my closeness to my sister Cheryl and my two best friends friends I consider my sisters too. I would like it to be a wiccan type tattoo too.

Ah memorial tattoos
you can get is a really well done portrait (like the kind Kat Von D does on Miami ink) (either go for the best or don't do it at all! a crappy portrait tattoo looks...well crappy....so unless you're willing to play about $500 for one don't go for this option.
Another great thing would be something the 2 of you really enjoyed doing together like a video game controler if you guys played video games together or whatever like that with his name and maybe his dates.
Something he really enjoyed that meant alot to him again with name and dates.
For wiccan symboles...hm...I really like something along these lines: http://z.about.com/d/paganwiccan/1/0/M/4/tat19.jpg again with his name or just his initials. but I think it would mean alot more if it was something that meant alot to him or you and him together then just a wiccan type symbol (unless he was wiccan) with his name or something.

My sister has a tattoo on her wrist of a heart with wings to symbolize her son that she lost during pregnacy. For a more wiccan feel I would suggest something that interlocks, maybe a celtic knot entertwined with another...

A good one would be a picture of you and him or her joined together,or his picture in heart that has his and your name around it ,or a love bird singing your and his/her name,or a rose growing you twos picture or name
