it means one of two things...
first-- in God's eyes you became righteous because you have observed "the law" fully...
the Bible teaches us that, Jesus is the only one who have done that (that answers your 2nd question)
second-- you also became righteous not because you have fully observed "the law" (which as hard as you try, you can't) but by placing your trust in Jesus who have done it...

It means not doing harm to yourself or to others. It is also in the volition. eg. a man stabs another man to death and that man dies. This would be considered sinful. A doctor cuts a patient open to save his life and the patient dies. This would be considered to be righteous...right volition.
