The Wisemen were wise for searching for the King and Savior.
Are you wise? Do you seek Jesus? If you need wisdom ask Jesus for it. Whether wise or dull seek the Lord while He shall be found.

The term "wise men" is a loose interpretation of the word "Magi". It is interesting that Matthew uses this title as the tribe of that name was absorbed by the Persians about 550BC, but there are later references to them as a priestly group. Matthew portrays them as astrologers steeped in tradition (star signs, symbolic gifts, etc) so they were undoubtedly learned men.
Whether wisdom comes or not with learning has been debated for many centuries. It is probably fair to say that they applied their learning wisely and as a consequence sought Jesus; so there is a sense in which both your hypotheses are correct.

the fear of the Lord (or the acknowledgment that there is a God)
is the beginning of wisdom...
people do have intelligence
people are smart
people have brilliant minds
but that is not the same as being wise...
for being wise is having that ability to discern or judge what is true or right
the wise men of the Bible were magis or astrologers & were of great importance and influence (& with great wealth) they studied the prophecies & the signs & what have yous... they were just doing what they believe was the "wise" thing to do...

To answer simply. There were both wise to seek him and wise because they found him. Many people spend their whole lives looking for him but never truly find him. Pray that they find him, accept him and find the peace that they so desperately seek.

The"wise men" were not wise men. They were magi - astrologers from the East - from Babylon. Babylonian astrologers.
They came to see Jesus because he was a new king and they wanted to pay their respects. That's what folks did in those days. Pay respects to a new king and bring him presents.
