Here in California, I would go the the 99 cents store - great stuff and nothing is ever over 99 cents.

If you really want some at great prices, go to your nearest fabric store and buy yourself some great white cotton. Cut them into 12 inch squares and finish them by sewing the 4 sides of each. If you can't sew, a seamstress will charge peanuts, as it's all straight lines, especially if you cut them before bringing them to her. I have my grandad's done this way every year for xmas.... and it's great because you can find some great white-on-white designs in cotton...

It is a common misconception that it will come sometime in the near future but it's actually in 2142. Shocker I know. I think you are thinking of the Great White Hand Kerchief which is coming in 2012.

You could try Costco, B.J.'s or Walmart. They carry everything in bulk, maybe they would have the men's handkerchiefs.
