It sound like a poor translation to me. Was it originally written in a different language? That may explain why the wording seems awkward. Perhaps some of the meaning and poetry is lost.
Clearly the intent is to glorify spiritual union, such as the consummation between husband and wife, as a sacred bond.
But I feel it conveys insecure attachment to conditions or expectations on love as physical proof or justification, instead of celebrating true spiritual love which is more liberating and free.
In contrast, I prefer Kahlil Gibran's description of love in "The Prophet" where the point is not to make enslavement of love:
"You were born together, and together you shall be forevermore.
You shall be together when white wings of death scatter your days.
Aye, you shall be together even in the silent memory of God.
But let there be spaces in your togetherness,
And let the winds of the heavens dance between you.
Love one another but make not a bond of love:
Let it rather be a moving sea between the shores of your souls.
Fill each other's cup but drink not from one cup.
Give one another of your bread but eat not from the same loaf.
Sing and dance together and be joyous, but let each one of you be alone,
Even as the strings of a lute are alone though they quiver with the same music.
Give your hearts, but not into each other's keeping.
For only the hand of Life can contain your hearts.
And stand together, yet not too near together:
For the pillars of the temple stand apart,
And the oak tree and the cypress grow not in each other's shadow."

“When you smiled you had my undivided attention. When you laughed you had my urge to laugh with you. When you cried you had my urge to hold you. When you said you loved me, you had my heart forever.”
“But tomorrow, dawn will come the way I picture her,
barefoot and disheveled, standing outside my window
in one of the fragile cotton dresses of the poor.
She will look in at me with her thin arms extended,
offering a handful of birdsong and a small cup of light.”
I FOUND THESE QUOTES at http://www.ThinkExist.com by using some of the major keywords in your quote:
" I'll hold you in my arms and tell you its safe, no one can harm us, no one can hurt us, together we are joined, together we are one, not as one, we are one faithfully united in pleasure "
I don't know if your quote is original, plagarized or already listed SOMEWHERE and attributed to someone. So,... Here are some more that I can find using the same theory....
“The pleasure of life is according to the man who lives it, and not according to the work or the place” ~ Ralph Waldo Emerson
“The secret of success is learning how to use pain and pleasure instead of having pain and pleasure use you. If you do that, you're in control of your life. If you don't, life controls you.” ~ Anthony Robbins
“Love is born with the pleasure of looking at each other, it is fed with the necessity of seeing each other, it is concluded with the impossibility of separation.”
“Pleasure can be supported by an illusion; but happiness rests upon truth.”~ Sébastien-Roch Nicolas De Chamfort
“You have to walk carefully in the beginning of love; the running across fields into your lover's arms can only come later when you're sure they won't laugh if you trip.” ~ Jonathan Carroll
“Set me out as a seal upon thy heart, as a seal upon thine arm: for love is strong as death.” Bible Quote
“The Chinese use two brush strokes to write the word 'crisis.' One brush stroke stands for danger; the other for opportunity. In a crisis, be aware of the danger - but recognize the opportunity.” ~ Richard M. Nixon
“It is terrible to be alone, and it is terrible to be in love, but one is cheaper than the other.”
“Don't hold to anger, hurt or pain. They steal your energy and keep you from love.”
“I have found the paradox that if I love until it hurts, then there is no hurt, but only more love.” ~ Mother Teresa of Calcutta
“Always put yourself in others' shoes. If you feel it hurts you, it will probably hurt the other person, too.”
“Those things that hurt, instruct.” ~ Benjamin Franklin
“Have a heart that never hardens, and a temper that never tires, and a touch that never hurts.” ~ Charles Dickens
“When you win, nothing hurts.” ~ Joe Namath
“Do not hurt your neighbor, for it is not him you wrong but yourself.” ~ Shelby Steele
I know not the true meaning of your questioned quote! I've not heard it before... I've read that there are virtually no new quotes. Everything that can be thought of or conceived has already been said by a philosopher, politician, etc.

Never heard it before. I think it means someone is trying to snow someone else into giving it up under the guise of a fully committed relationship. What I'd agree with is that someone should be committed--to an institution.

I think you are the author and we are the little guinea pigs. I think you want to send this to someone special but want to see what others think of it first.
Cheesy maybe, but if I was receiving this from someone I adored I would think it was wonderful, especially if I was a young girl who had slept with you for the first time and was riddled with guilt and terrified of being found out

I've never heard of it before. it sounds like two will belong to each other but not necesserily be together because of "together we are one, not as one", and despite of anything outside of their control will not take away what they have.
