Sorry I didn't add enough details to the question. I figured it would be difficult to give a qualified estimate without seeing the work to be done. So, I am just looking for ballpark figures. Thanks much for the great responses. This work is to basically finish a portion of the basement and to create a nice new 11x9 room from the space down there.

I see some valid points here, and yet not enough detail in your Q.

If I was to bid the job it would be at no less than $100 per sq. ft. plus materials, permits, any subs I had to hire at a going rate, possible transport costs, my personal lodging, and contingencies I might discover that you don't offer. With no offense at all, my fees increase when any customer wishes to be the "foreman"

I suspect in todays market, $12,000 is fair, as a base price.

Way to many variables for an easy answer. Is this an addition or a stand alone? Electrical plugs? How many, and does your current Circut breaker box have room for expansion?
Any plumbing? what kind of foundation, slab or pier and beam. What about permits? You as the home owner can pull the permit in most cities, but then you will be responsable for any incorrect procedures or code.
violations.

What type of finish out are you looking for? Wood floors, tils, carpet? Sheetrock walls?

Any built in cabinets or closet space required?

Base cost for a 99 square foot addition, in Texas would go for about $7,200 with all the permits,no plumbing, minor electrical, usual insallation, sheetrock over 2 x 4 16 inch on cenetr wall studs. Concrete slab foundation.
But it could go as hoigh as 18,000 if there were complications, like previous work done on house with out permits, sometimes the inspectors will require that it be partially redone, or occassionally, if a danger, completely redone.

If you think that this might be an isuue, get bids from several contractors, if you need a source try service magic.com. They will usually be able to send out 3 insured, bonded, reputable companies to choose from.

Watch pre paying money up front!!! Lots of crooks out there.

This will really depend on where you are located at but, the national average cost per sq ft to build is $102.28 this is a med average. On average it would cost about 10125.72 to build your 99 sq ft room

Depending on your geographical area (City, State, etc.) it could cost you around $12,000; give or take a couple thousands.
