I have a few TiVo units with lifetime service agreements. Recently, my sister stole one of them. She told the police I gave it to her as a gift and I couldn't prove that she stole it, so she still has it. I cut off the service to it a few days ago, but she somehow got enough information of mine to get TiVo to put the account in her name and lock me out. Since I had paid for everything (the units and service agreements) I was able to prove to TiVo who I was and get the accounts placed back in my name and her and anyone else locked out, plus service to the stolen unit cancelled.
Her having lied to get TiVo to do that constitutes fraud, which is something I can prove. She has stolen other items from me as well (a computer and camcorder among them) which she also claimed were gifts, and while I can prove I bought them I can't prove she stole them. Since I can prove fraud and she has stolen and done other things to me, I would like her punished, but don't know how to proceed.

Just to address the point of doing something other than bringing charges against her. I am an adult who was disabled on the job. My sister pretended to care about me in order to gain access to my possessions. She even tried to aggravate my condition at one time in an effort to have me die "naturally" (she was to get most of my estate in my will at the time). She has had plenty of chances to do the right thing and I'm not interested in excusing her because she is my sister, or interested in anything other than having her prosecuted for her most recent crime against me. I figured that I probably couldn't call 911 concerning fraud, so thought I'd see if anyone had dealt with fraud personally.
