and if he says
he likes you.....
arent they both the same thing/idea?

No it doesn't mean the same thought. Although it could mean the same thought in some instances. Almost every day a man can see a woman they are attracted to. but, once hey meet that woman and spend times with her can he mean she is someone he likes.
