whats the best program to use to make flash?

i want to make a flash movie/banner for my homepage. anyone know a good program to use thats preferably free?

Macromedia Flash MX. You can get Studio MX off of Limewire.

There use to be a prog called swish, it was good and easy. There's also a prog called firestarter. You can get it free (not legally- but free) here. http://fosi.zyaxx.nl/
It should hook you up quite nicely.

Only one that I believe you can with.
