If you want to play it on a dvd player, there are some dvd players which can play mpg but i'm not sure about avi.
We had this problem at work and it was never satisfactorily resolved. the best I can tell you is http://www.boilsoft.com/aviconverter/
It will make it so the avi file can play on any dvd player. However if you just want to burn it to dvd as an avi, microsoft lets you do that.
Insert blank dvd, drag and drop files to that drive, let windows tell you what to do next.

I recently downloaded a bunch of Divx(.avi) movie files and was faced with the same dilema. I have DVD burner and software preloaded on my computer. When I was adding files to my dvd project it automatically did the conversion and burned it onto my dvdr disk and i was then able to play the disk on any dvd player. It would not burn any faster than 8x and it took about 2 hours for one episode. When I tried another program and burned it faster the audio and the video were out of sync with each other when i played it on my dvd player. I didnt have to do anything special. I think most dvd burning programs will automatically convert the avi movie files to the correct format while burning the dvd movie.

Nero should work. Haven't you tried it yet? AVI and DIVX are the two best formats for writing to a DVD-R. Just try.
