I have a neighbor across the street from me who gets real excited when she sees me. She gets really loud and pretends she is laughing (at me I suppose). This has been going on for 32 years. We have had other problems too.

I had a boss a few years back, that would laugh at people's jokes while they were in the room, then as soon as they left, he would say, "what a dumb as* "
He had a phoney laugh...
I had no respect for him at all..

It seems to me that "phony laughter" usually stems from nervousness or being uncomfortable.
How does your neighbor conduct herself around other people?

Sound like a case of nerves - some people are just nervous and don't know what else to do so the get the giggles.
