To answer your question as written it should be 100% of your annual tax liability. Paying any less means one is cheating honest taxpayers and paying more (after filing and obtaining a refund) means one is either too lazy to deal with tax matters or too cheap to pay somebody to do it for them.
The nitpicky bit aside, any single percentage figure would be meaningless. Many working families have no tax liability once EITC is taken into account. The five filing statuses also make comparisons difficult.
Rather than spend time producing meaningless drivel, we would all be better served if the President and Congress would give clear direction to the IRS to streamline our tax law. The tax law project, which recently reported to the President made some good observations. It also made some idiotic ones, but a sensible debate would be useful. A streamlined tax system (no, I do NOT mean a flat tax) would enable us to more easily see the cost of social programs (such as EITC) and the benefits given to the extremely wealthy.

The rate varies with income. If you mean overall, the short answer is "way too much." Oddly enough, my almanac has no such figures, although they do have it for state taxes. I have no idea why, except that perhaps the IRS would rather we not have that figure.

Today we give Uncle Sam about a third of our income. Once President Hillary is in office, you can expect that to jump to 48% or more in order to to support universal (socialized) health care.
