I was driving on the NYS Thruway to buffalo in a hurry to get home for christmas in canada. I was driving about 90 MPH on a 65 Speed limt. There was an unmarked police car tailing me, but surprisingly he didn't pull me over he overtook me and exited off the highway. He was tailing me for a long time several miles.

I knew it was unmarked beacuse I saw the lights inside the car, and the huge steel bars on the front and back bumper.

I'm a police officer in Texas. We run speed traps on the highway where the limit is 60 or 65mph. We generally pull over cars at 89mph and up.
It is descretionary. An unmarked car can also mean that officer is a detective that doesn't bother with traffic, or he could be on his way to pick up a prisoner, or some other business. Also, do you know what city that officer works for? The officer could have been from another city and would not pull you over. Those are just some of the reasons.... Hope that helps.

Everybody basically said what I could have, so I'm not going to repeat myself.
However, depending on the city or area, the last thing that officers have to worry about sometimes are traffic violations. In the town that I live in, you can typically got at least 65 mph on a 55 mph speed limit highway and not have to worry about anything since cops have drugs and other matters to be concerned about.
In the town next to me (which is very nice), you can get pulled over for doing 26 on a street with a 25 speed limit. That's because the police here have nothing better to do, or not nearly as much to worry about outside of traffic violations.

There is also a possibility that the trooper didn't have jurisdiction on the Thruway. There is a special unit assigned to the Thruway and the troops adjoining it do not have authority there. The trooper may also have been returning from court assignment and was not fully on duty, or could have been a county mountie, again with no jurisdiction. Just consider it a Christmas present.

It could be jurisdiction. In California, Highway patrol is the proper authority to give tickets. The police may be after something else or someone else. May be they are looking for someone they know doing 95.

Don't count yourself off the hook yet, they do have the ability to send you a ticket through the mail, just like for the red light camera. If you don't get one though, assume you were lucky, and don't tempt fate by doing it again.

It's random sometimes.
They don't have to give you a ticket, sometimes they are busy doing othr things.
I got pulled over doing 110 and I was given a warning.
but if they think you are just a joe citizen just speeding then they might let you go.
A lot fo times they will pull you over because it gives them a better reason to search your car and hopefully lead to a bigger bust for drugs, weapons, etc.
I'm not a expert so I don't know.

Several reasons such as responding to another serious incident, your driving was not careless or reckless and other vehicles were speeding also, or just plain old "Officer Discretion", meaning he just wasn't in the mood to write another ticket.

He was transporting a prisoner in the back
He was on another call
He was not assigned to traffic and it was not his job to pull you over
