153.9500 167.9 PL Fire
155.6700 167.9 PL Police
155.0850 Public Works

Also it appears that Kings Mountain may be using or changing to a LTR trunk system

LCN01 154.7475
LCN02 155.6625
LCN03 155.7675
LCN04 155.8725
LCN05 155.9475

To monitor you need a scanner capable of LTR or EFJohnson trunking. Pro92, 2067, Uniden/Bearcat 780, 996, BCT15 and others, but not all scanners have this mode. You MUST program LTR in a specific order for Uniden/Bearcat scanners similar to another mode, they must be in the EXACT channel order starting at channel #1 for the system. Otherwise it will not follow the calls correctly.

Your police department may be trunked. Is your radio a trunk capable radio?

Is your police department using digital radios?

Is your police department using mobile data terminals.

The amount of stuff you can hear has greatly diminished at least in my area do to

Mobile data terminals and digital frequencies.

Not like th old days when you could hear everything.

now they even use cell phones alot once they arrive on scene to prvent people from listening.

make sure you have the correct frequencies. Try buying Police Call at Radio Shack, and programming the scanner yourself.
most aren't that complicated.

Nothing Against Radio shack but are you certain the person who programmed it, knew what they were doing? Did they put in the correct frequencies.
