I am living in Canada, I saw a boxing deal about 32" LCD TV, prima. I saw response time is 25ms. Maybe it's too low. My LCD monitor is 8ms. The price is very attractive $599. Is this worth buying? Thanks

25 ms is on the slow side. Latest panels have response times as low as 6 ms, with 8-12 ms being typical.
With 25 ms, you may see a lot of trailing pixels in fast action scenes (sports).

The response time is slow but I would worry more about the TV's contrast, which defines how "black" are your blacks.
If it is below 800:1 you will get grays instead of blacks.
(Latest panels have true contrast 1,200:1-1,500:1. ignore any numbers with dynamic contrast)

If this is your budget, wait a few more months and you will be able to get a better TV with about the same money/
