how do i find people that were in jail in the past?

You would go to your county records office and fill out a request for records.
In most jurisdictions you must have a definite good reason for obtaining the info, you just can't go and get a list of all inmates, etc.
Or some states have an online database of public records where you can just type in their name and recieve their criminal history.

The only people you can find online for free is the sex offenders list.

Family watchdog also provides the sex offenders list with maps and locations in your area:

Otherwise you have to get to intelius.com and search for specific names for other crimes. But there is no guarantee you can find the details you're looking for. Even if you put a fake name, intelius will charge you for pulling up the information for a fake name. And you'll get nothing after you put in the credit card information. So careful.

Most states have a web site for this. However, most only list FELONY convictions. For misdeameanor convictions, you'll have to go to the locality you think they were arrested in. There are also many web sites that do backround checks for you but there is a fee. Make sure you have correct names and spellings, birthdates and SSN numbers.
