I'm trying to learn how to ferment and distill wheat into Vodka.

Simply put, you need to malt the wheat (partially germinate) or add malted barley to your milled wheat. The malt has enzymes that convert the grain's starches to fermentable sugars. You then mash your grains (this is the actual conversion process) and when that's done, you add yeast to consume the sugars and convert them into alcohol and CO2 (that's the fermentation process).
This process is essentially identical to making wheat beer minus the hops. For more info:

Then you distill the wash (the "beer") in a still to make your vodka. Depending on the style of still (pot, reflux, continuous) the procedure can vary greatly.

You need to gring up the wheat, and add a little sugar. You might also need an enzyme to turn the starch into sugar. You need a license in America to try this no matter how small your set up. There is no such thing as personal use for distilled alcohol. THis is meant to deter moonshiners.
