yes you should always strive to set the concrete exactly as per plans. However, there is some tolerance with this. Most owners or architects, or building inspectors dont care if you are off 1/4". However, there have been some critical jobs where 1/4" will have to be jackhammered out and put at the exact elevation- it all depends what you are building.

Typically, concrete should be set to the nearest 0.01'. And make sure that slabs don't have any bird baths!

Read the contract specifications for allowable tolerances.
