He likes you and this is one way of getting your attention and getting you to notice him without laying anything on the line. He'll probably keep doing it as long as you either seem surprised he's doing it or you laugh and think it's funny or cute. If you like him let him throw paper at you a couple more times and then throw paper at him. He'll probably really like that.

Maybe he like you like what the people before me said.
He wants to get attention.Mayb also attention from people beside you?
Or he just want to irritate you and find that interesting.
Or trying to make friend.
Could be he just an attention seeking guy.
