Start by enrolling him in an obedience class. This will teach him the basic commands and help you to work with your dog. It will also help with socialization with other dogs and their owners. It will help build a bond between you and your dog. Keep working with your dog between classes. Start bringing him inside and get him use to being an indoor dog. He needs to be part of the family. It is not too late to turn things around.

It's good that you've come to realize your mistakes.
Your dog doesn't have to be an inside dog. Our dogs were NEVER allowed inside. However, you do need to make things better. If you have enough money, get a fence to surround your yard. Take your dog on a walk every day. Make sure he has a dog house. Get dog training books, and follow the directions. Often, you'll find that your dog is much happier if he has an activity to do. Something that uses brain work. Even if you just teach him the commands "Sit", "Stay", "Lay", and "Heal". I've taught my dog
Sit
Stay
Nice to meet ya' (shake)
Heal
Up (jumps up)
Come (although she does not always obey this one)
No others come to my mind at the moment. She is not very well trained to lay.
Anyway, acknowledging your mistakes is the first step. Now, work on training, exercise, shelter, and room. Your dog will be a much happier dog, with the new you!

P.S. The conditions for my dog were much the same, except that rather than a pen, she was tied up. I changed all that, and now we get along a lot better, and both of us are more loyal to the other.

If you have a PetSmart in your area they have regular dog training classes where you are taught to train your dog or there are professional dog trainers such a Mans Best Friend. According to both it doesn't matter the age of the dog they can be taught. You are not a bad mommy. I haven't had a dog in over 10 years and mine got sick and I thought that I was being a bad mommy too, the vet assured me that I was a good parent. You are being a good mommy by wanting to teach your baby to behave in a manner where he can be allowed in the house.

First of all you need to bring him in, if you are worried about bugs then go buy some flea and tick products, the dog needs love to be trained. And to have that you need human to animal contact. Once you have established a bond then that is when you need to ask this question, you cant train a dog unless there is a bond unless you train him in fear.

well, first of all you can forgive yourself. I find guilt to be MOSTLY an useless emotion!

Having a dog in a pen is sad tho isnt it ??
SOOO the first thing you can do is dust off his leash and take him for a good walk, I tell my dog all my problems and who ticked me off today. I like to tell her how pretty she is too. she really likes that.They just like to be talked to. I look her in the eyes and ask her what her problems are too. sometimes... after you get to know them its almost like they can tell you.
Dogs get lonesome and at first they bark and carry on... then you have them trained barking does no good.Doggie goes into depression. He will sigh a lot and stand ,sit eat, poop and sleep.
they dont get really excited.
a note of caution....If you are just going to stimulate him for a few days... and put him back ...and things go back to normal for him .he will sink even lower....so would you. At that point just give him to a family of silly little kids that attemt to ride him , spray each other (and him lol) with the hose , put him in party hats and can run all day long!!!!
I dont know what your plans are for him or why you have a dog.
But a bored unhappy dog isnt good for anyone involved.

I hope it's not too late for you and your dog. get him a collar and a leash and start by taking him for a walk, just 5 min at first, and keep some treats in your pocket. every so often give him one and praise him lots for staying close. do this exercise with him every day for two weeks, and let us know how it goes.
it's important to keep him on the leash and close to you so that he learns that you are the source of every good thing that happens. be lavish with praises and matter of fact about goofs.

You could send him to one of those classes that petsmart does!
Whenever you teach a dog anything you have to repeat repeat repeat!!!!! It can take a while.
