Hi , I am a Foriegn Student Studying in Germany I am allowed to work here but I would like to add american expirience to my CV, and I am about to complete my MS, I already have more than 1 year of expience in my field , Now I would like to know is it possible for me to get a J1 Visa for an Internship in USA without going back to my home country straight , I think it would take a lot of time and energy if I take that route. One of the recuitement agency told me that its not possible while another one said that it is

Whether you can apply for a US visa where you are, or if you have to go back to your own country, depends on the rules of the US embassy or consulate nearest you. Some will take applications from anyone who is physically present in their consular district; others require that their visa applicants be either citizens or permanent residents. It is based, more than anything else, on their workload. You need to call them and ask.
