YES-the cold water seals down the cuticle for smoother feeling hair, and it looks shiny. I always like to run mine under my brita filter in the sink, not only cold but super clean water :)

Heard that too, problem is unless you use a hairdryer on cool setting it kind of undoes the cool water. It's supposed to help with frizz.
