Go to a language class, study hard, read many books. But you need to study. In order to enjoy a foreign language, there needs to be a long time of tedious exercises. I studied french and english for 7 years each to speak both fluently and as a native speaker almost.

I am fully lingual in English and almost fully lingual in Spanish. 6 yrs married to a latina is how I learned it. Daily use at home.

Ofcourse I don't necessarily understand the Brits much. But that because they speak hogwash instead of English half the time
