I would say do 12 lbs. Even if nobody eats that much, you'll have some for leftovers or to create another meal with.

8oz to 1 lb per person, shoot for leftovers, I made one last year and used the leftovers to make philly cheese steak sandwiches the next day for lunch it was awesome!!
