Are you bulding a small scale boat for a science project? I would suggest looking into a pontoon style design. The idea is to spread the weight of the boat over as large an area as possible. This will reduce the likelihood of tipping.

I would suggest that ANY boat that was dropped from one meter and DIDN'T float would be a poor boat indeed.
