Deists teach that God made the universe then removed Himself from it to the point that He is no longer connected with it--a colossal waste of time!
Both atheists and deists would agree in their belief that prayer is a matter of speaking to no one--to the air at best. Therefore, to an atheist or deist prayer also would be a colossal waste of time.
Christians, among other adherents to other religions, believe people communicate with God when they speak to Him. The Bible, for example, is full of narratives and some imperatives regarding prayer being an effective means of communication with God. Therefore, for Christians it is not a waste of time. Quite the contrary: trying to pull off something gigantic like world peace would require the unique ability of God to achieve.
A major logical flaw in your question is that you assume that prayer and action are mutually exclusive--as if people who pray can't also act. If I ask for your cooperation in lifting a heavy item, for example, this request would make sense and not be a waste of time. Trying to lift the heavy object by myself would be a waste of time. Likewise, when we ask for the cooperation of other people in doing something we alone cannot achieve, then it is a wise use of time--not a waste of time. People can ask for help as a means to achieve a task that is too much for one person to handle alone. This is what people who believe in the existence of God are doing: asking Him to cooperate. What praying people are not asking God to do is effect world peace all by himself while they sit around like lazy bums.
As for the Roman Catholic Pope praying...why would he in the first place? Roman Catholics believe he's the "vicar of Christ," so couldn't he just do it all by himself? Just a thought.

Anybody can make noise about praying for this and for that, but when the "fruit" of their ACTIONS is generally to the opposite, like making inflammatory comments about people in other countries, of other religions, it's mostly just a bunch of fake PR. I don't believe a word that comes out of that former-Nazi's mouth.
