I am unclear about the last part of your question: why not gvt of India take hard step; I will address your original question: there are any importance or not of engineering education?

The interesting aspect of engineering is that one can study many different disciplines: chemical, mechanical, biological, materials, civil....

It is my fairly educated opinion that India invests a lot of money in engineering education so that India can build it's physical infrastructure (civil), its manufacturing (mechanical, chemical, materials) capacity, and its biomedical research capacity (biological, materials).

Engineering is a very versatile field, and someone who has this background can work in and contribute to so many different aspects of life...provision of water, electricity, alternative forms of energy, bridges, levees, new ways to store data, new ways to transmit data, new ways to administer drugs (image a chemotherapy that would target ONLY the cancer cells instead of every cell in the body), prosthetic appendages to improve life for disabled.....I could go on and on.

I am not sure if I have fully understood your concerns, 'student go on wrong way'. No matter what, one must love math and science and also have good skills in these subjects in order to be happy with this type of education. Not everyone would choose this path because they have other interests.

Anyone can have an engineering program, but how good it is depends on the results of what comes out. Employers know which are schools with a good reputation and which are unknowns. Do not think that a degree from Podunct U or Punjab U will carry the same weight as a degree from Georgia Tech or the University of Michigan. There is no need for the government to do anything except if there is fraud. One of the biggest scams here in the states is online and cheap local programs that offer quick and dirty educations. And that is what you have when you are done, a cheap and dirty education. You can get lots of jobs over and over once they learn you don't know diddly.
